I wonder why there is no movement to actually do anything about this sort of thing. I do rescue work, but you feel like you’re shoveling water back into the ocean. I know people hate big government, but how about some regulations? You want to sell or give away puppies? You should meet a minimum standard and pay a tax on the income.
